Add Assignee/CandidateGroup Filter to Report API

      AT:

      • Report filter API contains two new filter types
        • assignee - multi value filter
        • candidateGroup - multi-value filter
      • the filters can be configured to be either inclusive (IN) or exclusive(NOT_IN) in regards to the provided values
      • a filter value of null filters for unassigned tasks
