Improvements:

• In edit mode, reports are in a disabled state (To clarify that report data is not being filtered whilst in edit mode)

• Filters are added via the filter button in the main button group (dropdown menu)
There is no show/hide of filter panel in edit mode. 

• Filters are added in as disabled selects with icon controls for edit (where it makes sense) and remove (name is truncated if necessary)

• When a dashboard filter is applied to a report, the filter icon shows by default 

• Filter popover distinguishes between dashboard and report level filters
