      Context:
      At the May 2020 backend senate we decided to introduce filter operator enums over the current usage of filter string constants. https://confluence.camunda.com/display/CO/2020-05-06+The+Back-End+Senate+-+May

      • filter operator enums are introduced and used across the code-base instead of filter operator constant strings
