the tenant list in the report builder is opened

Then:
the `Not defined` tenant is not the first entry but listed according to alphabetical sorting by the tenant name
(in other occasions, like the tenant selection for collection scope the tenants are ordered by their id however)

Expected:
The `Not defined` tenant should always be the first entry and tenants should be ordered by their id only
