Context:

• Incomplete reports on a dashboard can show no data message or can show incomplete setup message depending on whether the report can be evaluated or not which.
• Shared reports currently always show incomplete setup with a link to edit the report regardless whether the report can be evaluated or not. Moreover, the link itself is not very useful for a user who does not have access to optimize which is the target audience for sharing.

Note: This issue requires first that the design team to think about it and find a consistent solution.
