Report popover is truncated by dashboard layout container

      Reproduce: 

      • Add one report to the dashboard
      • Make the report height is less than the report popover height
      • save and go the view mode
      • Open the report popover

      Observed:

      • the lower part of the popover is truncated and hidden below the dashboard container layout

      Expected:

      • The popover appear on top of everything else

        This is the controller panel for Smart Panels app
