L3 - Default Description
Context:
With OPT-3833, the results of a report already respect the timezone that's sent with the request. However, the date filter also need to be converted to the correct timezone.
AT:
- date filters respect the timezone sent with the request
- for process reports that applies to fixed, relative, and rolling filters
- for decision reports that applied to the evaluation date filter
