Context:

When the browser timezone is different from the server, the fixed date filter Modal appears to adjust the timezone difference every time it is opened/closed, so that the filter is moved by the timezone difference repeatedly. Please note the gif attached that shows the issue. The issue can be reproduced by:

1) Start Optimize and create a report with a fixed date filter
2) Save the report
3) Change the computer timezone
4) Open and close the dateFilter modal in the report
