Improve Time handling for Date filters

    Description

      Context:

      Currently there are two ways to create fixed start date filters: Via the filter dropdown and the Add Filter modal, where the user can select two dates. Both dates are inclusive and we use 00:00:00 and 23:59:59 in the filter payload to indicate that.

      In Chart Reports the user can also click+drag to select a range they want to "zoom in" to. This creates a start date filter that has arbitrary time information.

       

      Problem:

      The time information of filters is not visible to the user. The user cannot distinguish between a filter that was created with the Modal (and therefore includes all instances of the selected date range) and one the was created with the "zoom in" functionality (which could leave out certain instances on the first and last day of the date filter range).

       

      AT:

      • if the filter contains time information that is different from the start of the day for the first date and the end of the day for the second date, we display the time information in the filter text
      • it is not possible to change the time in the filter modal; the user can change the time information by zooming in further
