Export fails when downloading empty variable number reports

    Description

      When a variable report has filters applied that makes the report return no data, a CSV export will then fail with a 500 error.

      We should handling this properly by omitting the result from the CSV.

      The same actually applies to process instance reports which are filtered to the point of showing no data.
