Make non-process instance filters easier to understand

      Filter in Optimize usually operate on a process instance level. There is one exception: Assignee/Candidate Group filter operate on user task instances instead. We also allow the user to specify the flow node status for some reports , which can also be interpret as filter on a flow node level.

      The goal of this ticket is to create and implement a concept to make filtering on non-process instance level consistent and easier to understand.
