      Context:

      The telemetry permission settings will be initialised via a setting in the config. Thereafter, superusers will have the ability to enable and disable telemetry. If the settings have not yet been manually set by a superuser, superusers are to be shown a settings modal after they login. Thereafter, the settings modal should be accessible via a menu item.

      Telemetry permissions will be implemented with OPT-4112 and the information on whether or not settings have already been manually confirmed will be implemented with OPT-4119.

      Details of the content of the modal are still to be confirmed in a follow up meeting (and should be kept consistent with other projects).
