The telemetry tests currently build an expected DTO which uses the default unknown string if the metadata can't be loaded. However, they should instead explicitly expect the value to be present in those scenarios. The current implementation hides flaws in the tests where actually the metadata is never present, because it gets cleaned after each test. There is also potentially a missing test for an ES failure when loading from the metadata index
