Add new Optimize readiness endpoint

      Optimize should expose an endpoint for use as a readiness check. Optimize should be considered "ready" if it can connect to at least one engine as well as being able to connect to Elasticsearch.

      ATs:

      • The path should be at /readyz
      • 200 is returned if "ready", 5xx if not
