Problem: 
In Dashboard view diagram displays are scrolled out of view when user attempts to scroll the dashboard page.
User is not able to scroll their dashboard easily. 

Solution:
Change: Scroll has no effect on diagram position. 
Keep: User can click to drag and reposition the diagram.
Trackpad pinch actions
Zoom via button. 

Apply in:  this to Diagrams in Dashboards and embeds. 

No message or overlay as previously mentioned. Why???

• No need to explain behaviour - click and drag is understood
