Context:
Currently the Optimize upgrade fails with an exitCode!=0 if the target version schema is already present. This prevents comfortable upgrade solutions like initContainers in k8s like documented for Operate here https://docs.zeebe.io/operate-deployment-guide/schema-and-migration.html#example-for-migrate-in-kubernetes

AT:

• the Optimize upgrade finishes with exitCode=0 if the target schema version is already present
• no actions are performed if the target schema version is already present
