Context:
We need a way to run the Optimize upgrade as part of the optimize startup in any environment to allow for easier rolling upgrades (no manual execution of the upgrade needed).

This is a similar approach as Operate did with the built-in automatic upgrade https://docs.zeebe.io/operate-deployment-guide/schema-and-migration.html#configure-migration
