Context:
We sometimes observe slow event process publishing which is likely caused by the backoff mechanism of the event process import scheduler. (upt to 30 seconds backoff).
Ideally on any manual publish operation this backoff is reset and the import directly kicked-off.

AT:

• it is confirmed that the event process import scheduler backoff is the source of inconsistent publish times
• the event process instance import scheduler's backoff is reset on any publish operation
