Create a persistent Optimize environment suitable for regression testing

      Context:
      The idea is to setup a persistent and more complex (compared to the current stage) environment for Optimize that can be used as part of more thorough regression testing.
      Important aspects to cover are:

      • multi-engine
      • multi-tenant
      • big user base (the one used in stage may be enough though)

      This environment then becomes useful for regression test in a manual as well as automated fashion. E.g. manually created reports are persistent and could be evaluated by an automated test job or upgrading this environment allows to easier check for regression by going through prepared collections that cover relevant report features.
