Add TemplatedReportDataBuilder for decision reports

      Context:

      Optimize has a TemplatedProcessReportDataBuilder for the quick creation of process report data, it would be handy to have the same for decision reports as well.

       

      AT:

      • A TemplatedDecisionReportDataBuilder exists and is used where we currently create DecisionReportData manually
