add Tooltips to long filter preview

      Context:
      Since we moved the filter panel to the right side, we needed to truncate long filter previews text because there is no enough space

      AT:

      • Create a component for tooltip value previews
      • Make the component show tooltip if text is truncated
      • Use the component where it is possible
