Assignee / Candidate group filters are currently a mixed implementation of instance and flownode level filters. We want them to be selectable as either and for them to be applied as so.
AT:
- The assignee and candidate group filters can be switched based on the new level property to work on flow node level or instance level
- For the flow node level filtering, the filter will filter both instances and flow nodes
- For the instance level filtering, only instances will be filtered
- API docs are updated
