Description
We currently have the LocalDateUtil and have agreed that we should use the static method to access OffsetDateTimes rather than directly. We should also add a utility method for doing the same with Instants, to replace the use of Instant.now().
ATs:
- We have a utility Instant fetching method, possibly also with a time freezing variation
