See parent ticket. Whenever a "too many buckets" exception is triggered, the config menu becomes disabled. 

Note: A report with too many buckets is easiest to reproduce by creating a distributed by number variable report (eg instance count grouped by start date distrBy number variable) with a bucket size that is too small.
