When we distribute reports, we enrich the distributions with missing data. In the case of distribution by variables, this is done with sibling aggregations. In the case of flow node/user task reports, this is done by adding nodes from the latest process definition itself. However, with the addition of view level filters, this enrichment is arguably no longer appropriate as it is often possible that "missing" data is expected through the use of filters (but could also be a result of missing data that the filters haven't affected). We should determine a consistent and sensible means by which we wish to enrich the distribution data in the case of all report types when view level filters have been applied.
We should also investigate whether the group level enrichment should be optionally possible when a view level filter is applied. We currently skip all data enrichment but this is arguably confusing. In some cases, users might want to still see the filtered out nodes/tasks/incidents
