update complete setup links in shared dashboard to not include '/external'

      Context:
      Incomplete reports placed inside dashboard has links to the report edit mode. In shared mode, these links direct to /external/#/report/<reportId>/edit which contains '/external' sub url.

      AT:

      • remove '/external' from complete setup links
