Dashboard: Retain filters for removed definitions

      Do not automatically remove filters when the process definition is Removed from a Dashboard.

      Why:

      • Align behaviour for filters relating to missing Variables with the Report builder
      • User does not need to re-set their filter selection if they re-introduce the Definition 

      To do:
      • Display error instantly on the filter control when a Report uniquely relating to the filter variable is removed.
      • Filters with error cannot be edited, only removed
      • In saved mode, filters are disabled and display the error message 
      • If process definition is re-introduced, error is removed and filter is again usable with its pre-set values and configurations.
