update test dataset to include decision instances with associated process instances

    Description

      Context:
      Process instance ids were added as a column to the raw data table of decision instances. Currently, there is no way to test this behavior in development since there are no decision instances with associated process instance ids.

      AT:

      • Add decision instances that have an associated process instances into Optimize test dataset
