Add info button next to Filter Decision Instances

      Currently our filter section for process instances and flownodes contains an info button next to the filter, which on hover shows a short text describing the filter. We want the same to appear next to the decision instance filters

        This is the controller panel for Smart Panels app

            No need to clarify the filer applications in Decision Reports. 
            No need to add visual clutter simply for consistency.
