Add more obvious mention of import user permissions to docs

    Description

      Context:

      If a user is unsure how to to set up the importing user for Optimize, they need to find this information in the Configuration page of our docs.
      As a reader, this might not be the obvious location to find this information. It is quite likely you will instead be looking either on the page explaining how the Optimize import works (https://docs.camunda.org/optimize/latest/technical-guide/optimize-explained/import/import-overview/) or on the page about authorizations (https://docs.camunda.org/optimize/latest/technical-guide/setup/authorization/ ) to clarify which authorizations the importing user needs.
      It would be helpful to improve the visibility of this configuration. My suggestion would be to add a mention of the import user configurations on both of the above pages for greater visibility, and maybe even in the "import data set" section of the installation guide (https://docs.camunda.org/optimize/latest/technical-guide/setup/installation/#configuration )
