Goal
Fix Tooltip overlap - use labels instead of static tooltips. 
When selecting to display static tooltips in chart, change them to a label display where the layout can be selected from a number of options. 

Omran: 
Maybe Chart js. has some out of the box solutions.  

Additional problems:
• Inconsistent tooltip colour
• Defining tooltip date display in pop over - outdated for multi measures.
• Display of information within tooltips 
• Precision of durations
