Tooltip clips a tiny bit before flipping

      Context:

      With OPT-4577 better tooltip handling was added that flips the tooltip if there is not enough room. However, currently it still clips a tiny bit if you scroll to the position just before it flips. I've attached a gif to show the behaviour.

       

      AT:

      • If possible, tooltips flip a bit earlier to avoid any clipping
