Problem:
Number reports with the 2 units height in dashboard are a bit clipping.

Steps to reproduce:
1. Create a number report
2. Place inside a dashboard, add a min height 2 units

Actual result:
Although the scroll bar is on top, number report a bit clips on top.

Expected result:
Number reports should not be clipped in the dashboard.

PS: it would be nice to have a scrollbar for chart reports as well.
