We currently have been seeing some flakiness in the CountDecisionInstanceFrequencyGroupByEvaluationDateIT tests. I think the use of offset date time and sometimes short intervals is the cause, i.e. the date manipulation results in an extra bucket if the calculation happens in the overlap between two intervals. We can resolve this with using the freezer instead.
