After resolving OPT-5143 where the nightly event based process publish based on camundaActivityEvents timed out a new issue occurred in the next stage.
For event based processes based on external events the actual expected instance counts were not present after publishing reached 100%: https://ci.optimize.camunda.cloud/view/all/job/event-import-performance/
