Increase minimum supported Java version to 11

      With the added integration of Zeebe, we want to increase our minimum supported Java version to 11, to align with the version used to compile Optimize.

      ATs:

      • Documentation is updated
      • Java compatibility job removes tests against 1.8
      • CI jobs all use JDK 11
      • announce change via support
      • upgrade notes for users explaining the change
