Context:
We add the ability to render popover as a top level element in OPT-5211 to prevent it from getting truncated by other elements. Since this is a better approach for dealing with all popovers in the application, we should move all the popover to use this method of rendering.

• Use the portal rendering for all popovers
• Remove the renderInPortal property since it is not needed any more
