Error On definition Selection in Multi-Engine scenario

      What are the steps to reproduce your problem?
      1. Setup connection to two engines with the same process definitions deployed and having a defaultTenant assigned in the environment-config.yaml
      2. Start Optimize and run the Import
      3. Stop Optimize & Stop one Engine
      4. Start Optimize
      5. Try to create a report and select a definition that is present on both engines

      What is the problem?
      An authorization issue occurs
      As authorizations are also checked for the tenants where the Engine is offline.

      What would be the expected behavior:
      No authorization issue but only access to the tenant of the available engine
