Use kustomize for branch deployment

      In this commit, we added kustomize to our persistent env deployment. We should do the same for our branch deployment

      Hint:

      • Good candidate for spreading knowledge within Optimize team after (Kustomize is new for us)
      • Good candidate for learning from/pairing with infra
