Context:
Given the situation that some data will not be available to Optimize for cloud GA, such as incident data, some features of Optimize are not usable in the Cloud environment yet, as they will always yield no results. Furthermore some topics haven't been scoped fully yet, such as the integration of the alerting functionality.
To not confuse users by offering functionality in the UI that actually yield no results or is not functioning at all we want to hide this functionality on the initial GA and gradually roll it out with future releases.

- Collections
