Hide features that are not available for Cloud GA

Context:
Given the situation that some data will not be available to Optimize for cloud GA, such as incident data, some features of Optimize are not usable in the Cloud environment yet, as they will always yield no results. Furthermore some topics haven't been scoped fully yet, such as the integration of the alerting functionality.

To not confuse users by offering functionality in the UI that actually yield no results or is not functioning at all we want to hide this functionality on the initial GA and gradually roll it out with future releases.

AT:
In a Camunda Cloud Environment:

• Collections
  • The Alerting Tab within collections is not shown
  • Collection roles refer to Users only, not User Groups (could be handled separately in dedicated ticket: https://jira.camunda.com/browse/OPT-5489)
• Entity List
  • Remove "Combined Report" from the Create drop-down, we won't encourage people to use Combined Reports in the Cloud (First steps towards deprecating them going forward)
•  Report
  • View Mode
    • Share button is not shown - we don't offer sharing yet and the current hint may indicate this is something configurable
  • Edit Mode
    • Report Setup - View
      • the Option "Incident" should not be shown
    • Report Setup - Measure
      • In case of View == "User Task", the selection of the User Task Duration Measure is removed and defaults to "Total" (work and idle are not available)
    • Report Setup - Group By
      • The options: Assignee & Candidate Group are not shown
    • Filters - Filter Process Instances
      • The options: Incident, Assignee & Candidate group are not shown
    • Filters - Filter Flow Nodes
      • same as for Filter Process Instances
• Dashboard
  • View Mode
