Default custom bucket values to result in smaller amount of buckets

    Description

      Context:

      Currently, all reports default to a custom bucket baseline of 0 and a custom bucket size of 10. Unfortunately, when a report includes values which are very large (eg number variables with very high values), switching on the custom bucket feature can lead to very high loads, potentially causing memory issues when attempting to evaluate the report due to the high number of buckets.

      To avoid the custom bucket switch causing issues like these, we would like to default the custom bucket config to something more reasonable, based on the current report result. When users turn on the custom bucket feature, we could eg set the baseline to the current smallest value in the report, and calculate the bucket interval based on the current range, eg (max - min)/10 to default to displaying just 10 buckets. Depending on whats easier, we could also instead default to the current bucket size already used in the automatic report result.
