Unify link to User Guide and access to the 'What's new' modal under a single help menu in the application header.
To do
• Add Help menu item and icon
• Link to what's new modal
• Link to User Guide from Optimize
• Link to CC documentation for Optimize in the cloud (may not yet exist)
• Ensure menu items in the user menu use regular font-weight to align with other menus.
Not doing
• Hover effects on help or user menu buttons
