      Notify users of failed downloads. 
      Align notification design with cloud. 

      To do 

      • Create failed download notification
      • Apply updated notification design (Discuss with Asia on scope)
      • Apply new design to existing notifications with the text suggested in the Design examples link 
      • Please provide Asia with a list of current existing notifications
