Remove dependency on imported definitions for variable records

      Currently we rely on an imported definition to resolve variable importing for Zeebe. After https://github.com/camunda-cloud/zeebe/issues/8181, we might be able to remove this dependency and route the variable documents correctly according to their bpmnProcessId
