Update blank state and tooltips in "create new" template

      AT:

      • Move blank to the bottom of the list (Reports and dashboards)
      • Amend order of templates in Reports: blank / Process instance count (default selection)/ heatmap / number / table 
      • Amend empty state message (reports and dashboards)
      • Add tooltips for the following:
        • Disabled templates
        • Disabled version and tenant selection for multi processes
      • Disabling templates:
        • Disable templates that do not support multiple definitions if multiple definitions have been selected (e.g. Heatmaps)
        • Disable templates until a definition is selected (apart from blank)
        • For dashboard multiple process selections - only enable the multi-process dashboard
