Context:

The current update plan setup only allows a single source and target version.
With the fact that we have a patched version (3.6.1) running in Camunda Cloud we need to support multiple source versions for a particular update plan to ensure patched environments can get smoothly updated to the next minor release.

AT:

• a particular update plan allows to update from all possible patch version of a previous minor release
