Optimize should direct authentication of users to IAM.

ATs:

• Users who have authenticated against IAM can access Optimize
• Users who access Optimize and aren't authenticated are redirected to IAM to authenticate
• Users who logout of IAM can no longer access Optimize unless they reauthenticate
