Brief summary of the bug. What is it ? Where is it ?

When alerts are sent from CCSaaS, the link to the report doesn't work expected when the same-site cookie flag is enabled. The collection and alert ID part of the link (after the #) are lost so the user is simply taken to the Optimize homepage rather than to the associated report, as expected.

Steps to reproduce:

Enable same-site cookies in cloud mode (this is set to false by default) and trigger an alert. Click on the report link in the email and observe being taken to the Optimize homepage

Expected result:

The user is taken directly o the report that the alert is associated with.

Hint:

We might be able to include the collection and report ID as query parameters instead, and resolve the report link that way
