Context:
When hovering over one chart element, we fade our non hovered ones.
This creates the flashy color behavior while moving the mouse around the chart, as shown in the attached GIF.
AT:
- We could fade out the other bars only if the user hovered over the bar for more than half a second. In other words, we could delay fading out other elements until the user intentionally hovers over a bar element
