The migration to 3.7.2 incorrectly targets all decision instances when removing invalid variables, resulting in long upgrade times. Instead, it should target only the decision instances that are affected by the import of incorrect variables.
We should patch this with 3.7.3 so that other customers using don't experience slow upgrades to 3.7.2
